Mobile Elevating Work Platforms (MEWPs) are designed to make working at height much safer.... but of course that will only be the case if the operator is properly trained.
A Health and Safety at Work Act has been in place since 1974. The HSE (Health and Safety Executive) Working at Height regulations stipulate that it is the duty holder who is legally obliged to ensure (among other things) that those who are working at height are trained and competent, the place where work at height is done is safe, equipment for work at height is appropriately inspected, the risks from fragile surfaces are properly controlled, and the risks from falling objects (including people) are properly controlled.

MEWPs categories include:
Minimum number of delegates per course: 4
Maximum number of delegates per course: 6 for one category and 4 for two categories
